i believe ojinzo was talking to the rude dude above , anyway here are some of the most important rulings for skill drain (seeing as i cant fit them all here) :

• "Skill Drain" will not negate an Ignition Effect or Trigger Effect if the Effect Monster is not face-up on the field when the effect resolves.
• "Skill Drain" does not stop you from activating Ignition Effects, but it does negate their effects as long as the Effect Monster remains on the field. If you Tribute "Cannon Soldier" to itself while "Skill Drain" is active, "Cannon Soldier"'s effect is not negated because "Cannon Soldier" is in the Graveyard, but if you Tribute a different monster for "Cannon Soldier"'s effect, then the effect is negated and your opponent takes no damage. Likewise, if you activate "Winged Minion"'s effect while "Skill Drain" is active, "Winged Minion" is no longer on the field and its effect resolves. If you activate "Exiled Force"'s effect while "Skill Drain" is active, "Exiled Force" is no longer on the field and you can select and destroy 1 monster on the field. If you Tribute "Paladin of White Dragon" to activate its effect while "Skill Drain" is active, it is no longer on the field and you can Special Summon "Blue-Eyes White Dragon". If you Tribute "Great Dezard" while "Skill Drain" is active, it is no longer on the field and you can Special Summon "Fushioh Richie".
• "Skill Drain" will negate Flip Effects, and you can chain the activation of "Skill Drain" to the activation of a Flip Effect, but you cannot activate "Skill Drain" in the Damage Step because it does not specifically modify ATK or DEF, so you cannot chain "Skill Drain" to a Flip Effect that is activated because a monster was attacked while face-down.
• "Skill Drain" negates Multi-Trigger Effects such as "Dark Paladin" and "Ryu Senshi".
• While "Skill Drain" is active, "maintenance costs" are not negated (see the Advanced Gameplay FAQ) so you still have to pay for "The Unfriendly Amazon", "Armor Exe", Archfiends, etc. However, all other costs are negated, so you do not have to pay to attack with "Dark Elf" or "Jirai Gumo".
• Restrictions are also lifted, so you can attack with "Ultimate Obedient Fiend" even if you have other cards on your side of the field.
• "Jinzo" cannot negate Trap Cards while "Skill Drain" is already active, because "Skill Drain" is negating "Jinzo"'s effect. But if "Jinzo" is already on the field, you cannot activate "Skill Drain" because "Jinzo"'s effect prevents you from doing so.
• When a monster's ATK or DEF are changed by its own effect, like "Slate Warrior" or "Berserk Dragon", and "Skill Drain" is activated, that monster's effect is negated and the ATK/DEF are returned to normal. Even if "Skill Drain" is then destroyed, the old adjustment to ATK/DEF does not come back. Any bonuses or penalties are lost when "Skill Drain" effect is applied, and you have to start over from the beginning.
• "Goblin Attack Force" and "Spear Dragon" do not change their battle position after attacking while "Skill Drain" is active. If "Goblin Attack Force" attacks and changes battle position, then on your next turn you activate "Skill Drain", you can change "Goblin Attack Force" back to Attack Position because its effect that prevents this is negated.
• You can Special Summon "Gilasaurus" while "Skill Drain" is active, but its effect is negated so your opponent does not get to Special Summon.
• "Skill Drain" will not affect lingering effects or conditions that are left over from a previous effect. For example, if you Special Summon a Fusion Monster with "Summoner of Illusions", and then "Skill Drain" is activated afterwards, the Fusion Monster is still destroyed in the End Phase. If you Special Summon a Fusion Monster with "Magical Scientist", and then "Skill Drain" is activated, the Fusion Monster cannot attack your opponent's Life Points directly, and is returned to the Fusion Deck at the end of the turn.
• Conditions for Summoning monsters is not negated by "Skill Drain", so you still must remove 1 DARK and 1 LIGHT monster to Special Summon "Chaos Emperor Dragon - Envoy of the End", and you cannot Normal Summon or Flip Summoning "Terrorking Archfiend" if there are no Archfiends on the field.
• You can have 2 "Gravekeeper's Chiefs" on the field while "Skill Drain" is active, but if "Skill Drain" is destroyed, select 1 of the "Gravekeeper's Chiefs" and destroy it.
• [Re: Armor Exe] If "Skill Drain" is active and "Armor Exe" is Summoned, or if "Skill Drain" is activated after "Armor Exe" is Summoned, in both cases "Armor Exe" CAN attack the same turn it was Summoned.
• [Re: Behemoth the King of All Animals] If you Tribute Summon "Behemoth the King of All Animals" with 1 Tribute, and "Skill Drain" is activated, its ATK becomes 2700 points. Even if "Skill Drain" is destroyed, the ATK remains at 2700 points.
• [Re: Black Luster Soldier - Envoy of the Beginning] If you activate "Black Luster Soldier - Envoy of the Beginning"'s first effect, and "Skill Drain" is chained to it to negate the effect, or if "Skill Drain" was active before you activated the effect, you cannot attack with "Black Luster Soldier - Envoy of the Beginning" that turn because the activation of the effect was not negated and the condition that is included will not be negated by "Skill Drain".
• [Re: Dark Magician of Chaos] While "Skill Drain" is active, the first and second effects of "Dark Magician of Chaos" are negated, but the 3rd effect is not negated.
• [Re: Fusilier Dragon, the Dual-Mode Beast] If you Summoned this card without Tribute, and then "Skill Drain" is later activated, the ATK and DEF are no longer halved. If "Skill Drain" is later destroyed, the ATK and DEF still remain 2800/2000.
• [Re: Giant Kozaky] The effect of "Giant Kozaky" that inflicts damage to the controller activates in the Graveyard or the "removed zone", wherever "Giant Kozaky" goes to after being destroyed. "The End of Anubis" will negate the effect of "Giant Kozaky" if it was destroyed and sent to the Graveyard, but "Banisher of the Light" will not (because "Giant Kozaky" does not have to be "destroyed and sent to the Graveyard"). Nor will "Skill Drain" negate the damage if "Giant Kozaky" is destroyed. • [Re: Sacred Phoenix of Nephthys] If "Skill Drain" is active on the field, the effect of "Sacred Phoenix of Nephthys" that Special Summons it from the Graveyard is still activated, because it is activated in the Graveyard. However, the effect that destroys Spell and Trap Cards on the field is negated because it activates on the field (so "Skill Drain" and other Spell and Trap Cards on the field are not destroyed in this case).
• [Re: Spirit Reaper] "Spirit Reaper" can be destroyed as a result of battle while "Skill Drain" is active.
• [Re: Terrorking Archfiend] While "Skill Drain" is active, you still need to have an Archfiend Monster Card on your side of the field in order to Normal Summon or Flip Summon "Terrorking Archfiend".
• [Re: The Creator] If you activate the effect of "The Creator", and it does not resolve because the opponent chains "Skill Drain", or removes the targeted monster from the Graveyard with "Disappear", you've still used the effect. So you cannot activate its effect again that turn (even if you destroy "Skill Drain").
hope that helps , anyways since i just sawthis thing about giant kozaky my suggestion would change a bit , maybe -2 giant kozaky instead of -2 giant orc
i dont really think that a cat of ill o men is necesary , however if you want to use it i'd only suggest to use no more than one copy of it.
ok my comment is simply this have u thought about throwing in 1 or two fake traps that way when ur opponent plays anything such as heavy storm so on so forth instead of ur skill drain going to the graveyard ur fake trap goes and all other traps r left in tact i understand that is part of the reason for magic drain but all the same what if they have more magic cards than u can protect ur cards with such as dm is on field and they play heavy storm u counter they play dark magic attack u counter than (not very likely) but darn the bad luck they have another dark magic attack or u already used the other magic drain previously then u could counter with fake trap protecting all other traps anyways other than that u have an awesome deck 9/10 and i would appreciat it if u would r/f mine

Dark_Blader: Thats a very nice suggestion ya got there...I cant believe that totally slipped my mind! Fake Trap! Of Course! I'll experiment by switching the 2 Drains out and putting in 2 Fake Traps. Thanks!

Additionally, don't use Cyber Dragon. It's a horridly overrated monster, and is trash in this deck. Why would you use a 2100 atk tribute (effectless) monster, when you can use a 2300, 2500, or even 2800 (effectless) non tribute monster?
DuelinDevil: yeah, I opted out of the Cyber Dragons...But with Phoenix its amazing! Read the post by Staticshock regarding Skill Drain's Rulings. Skill Drain will negate Phoenix's S/T Destruction ability since for it to activate, it has 2 be in the Field *which Skill Drain negates*. The revival effect still comes thru, since that actiavtes in the GY,safe from Skill Drain.
I do have one question though: Wouldnt Necrovalley negate Sacred Phoenix of Nepthy's Effect since it occurs in the Graveyard?
necrovalley wont negate phoenix from coming back , necrovalley wont negate vampire lord or sinister serpent either because they activate in the graveyard but they do not target a card in the graveyard , and dont worry that's why we are here to help each other :)

Wow, sorry for not coming back to this thread for a while.
Kinda belated, but I think Nimble Momonga are great in a Skill Drain deck. Any card that can exploit the strengths/weaknesses of a deck build are always good. Just so you know, the American Ban list has also banned Pot of Greed. No-X was also restricted to one. I'd replace them with a different Draw engine. Good Goblin Housekeeping with Emergency Provisions, maybe? Since Dark Mimics and Dekoichis don't play well with Skill Drain.
Yeah, Im very happy Crossout got restricted to 1, though it doesnt hurt my Deck at all that much...And Tribe, WooT!

I was thinking of putting in Nobleman of Extremination to get rid of Dust Tornados, but I realized that they can just chain the darn thing, lol.
I'll try Upstart Goblins first, my only prob with Provisions+Good Goblin Housekeeping is that my Trap lineup is kinda packed as it is
Im also trying out 2 or maybe 3 Different Dimension Capsule, the tech card. I read from the P site that U can use DDcapsule to retrieve another 1, and if my opponent chooses to waste an S/T removal to get rid of the DDCapsule, I just saved myself a useless topdeck , and I drew out at least a:
Mobius
Breaker
Dust Tornado
MST
Heavy Storm Effect, that will help me save Skill Drain and Necrovalley for when I play them later on in the game.
Im also looking for alterbatives to Goblin Elite...Any ideas guys?

This deck has very little control. You have god combos but none of the cards you have in here are control. They are cards that counter specific card effects and unless they can target a card type in specfic Monster, Magic, or Trap then theoryticaly its not control. But not a bad try though.

as for the deck it is not original skill drain decks have been around for awhile now. Your monster line up needs some work.
Try cyber dragons because they are fast and their effect dosent mean anything while there on the field anyway. drop giant kozaky(or whatever its called) to make the deck less reliant on skill drain because u wont always have it. drop the goblin attack forces for 1 more goblin elite. And i cant remember if u have 3 fusilier dragons but u should. come to think of it skill drain wont be that good in the new format because everyone is running beat down anyway and everyone is running dust tornado, mobius, heavy, mystical , and breaker, thats alot of s/t removal to deal with in a deck that relies on one card to be competitive.

This Deck doesnt JUST rely on Skill Drain...Why do U think nepthys is here? Necrovalley? Its about MY VERSION of CONTROL, CONTROL in my opinion.
If you actually read the posts, I have opted out of the Cyber Dragon bandwagon. Cyber Dragon is the next CC card for every Deck out there, and I always prided myself in being original; Im not a lost sheep folowing this flock.
No one can guarantee that Beatdown will reign dominant on the next Format. Thats what people said about Zombies when VLord got Semi-ed. I dont see VLord in any Shonen Jump Top 8 now, do I?
relies on one card to be competitive...what? Sure it does, but thats me. Thats whayt I want to run. Do I expect to win Worlds with this Deck? No. A Shonen Jump tournament? No. I play to have fun, to make a statement, to be original. Im not like everybody else. This game isn't about winning all the time.
Sorry for the brashness--But I wont jump the "everyone-is-playing-this-were-mindless-zombies-who-cant-think-for-ourselves" bandwagon.
I made some changes to the Deck's lineup...So tell me what you guys think! As before, I'll rate/fix/comment on those who have Decks too on Realms! Thanks!!!
