"Forced Requisition" has specific timing for when it can be activated(flipped face-up).
The last thing that needs to happen at the end of a chain's resolution is you discarding from your hand. If this is the case, it will be possible to begin a new chain by activating "Forced Requisition."
Examples:
- Graceful Charity
- Delinquent Duo (controlled by your opponent)
- Discarding during your End Phase (to reduce your hand to 6 cards)
AFTER "Forced Requisition" has resolved, whenever you discard a card from your hand your opponent must also discard a card from their hand.

Let me put it like this to you ---- Card Destruction can be your best friend or maybe your worst enemy when it's activated against a Dark World deck. The possibility of the following ---- opponent has 2x Beiige in hand ---- is extremely slim, but it can happen thanks to Beiige's effect.
First af all for the combo to work, Forced Requisition MUST already be face-up on the field:
Anyways, it would go like this:
P1 Activates Card D. (P1 3 CiH, P2 5 CiH), FR already face-up
P1 discards 3 cards (FR triggers but cannot interrupt the chain) and draws 3 cards, P2 discards 5 cards and draws 5 cards
P2 discards 3 cards due to FR effect.
Here's a case of where Card Destruction can either be your best friend or turn into your worst enemy ----- NEVER face somebody with a Dark World deck. You might find yourself in a deep hole if you activate CD and there are 2x Beiige ----- very extremely low chance of that, but it can happen ---- in their hand.

To activate or flip Forced Requisition you will need to figure out the appropriate way to activate it. It cannot be a cost. It use to be fairly hard to activate it, but with Dark World Lightning I think it is it's quite easy. Thunder Dragon won't activate it, Card destruction won't, Lightning Vortex or other cost cards like Raigeki Break, Dark Core, etc don't work. IF it is face up then all those will work with the effect causing them to discard.
Hasn't everyone forgoten about a little spell card known as The Cheerful Coffin. That will activate FR, right?
Yes, if you activate Cheerful Coffin and discard, you could then respond with Forced Requisition, but you opponent wopuldnt have to discard until you discard again. But still, you cannot chain FR to Card D. as drawing is the last thing to happen.
I don't know where I got my info since I looked up this card long ago when Sinister was in play and costs weren't costs to discard a lot, but I know it's right. Thanks Black Wind.....although I remember something with Bait Doll that if the timing isn't right it would just die such as if you Bait Doll a Solemn Judgement you cannot force them to pay 1/2 their life points if they want it to just die. If it's a Ceasefire though and there is a monster on the field they would for the little burn it could do. This makes me think you couldn't Bait Doll a Forced Requisition to activate it......but not sure. Really cool trick if you can though.

The timing for Forced Requisition is still not correct, so its activation would be illegal and therefore become destroyed be Bait Doll.
Rather than thinking of Solemn Judgment vs. Bait Doll, consider 7 Tools of the Bandit. If you activate Bait Doll, targeting that trap, it is still looking for another trap to negate. No, you couldn't force them to pay the cost, but neither is the timing correct.
Can you still use traps like greed then on CD? B/c The last thing does say draw.
Yes you can, Greed aside FReq, does NOT have a timing issue, so you could pretty much activate it at any given time, and after that every draw (by an effect of course) will inflict damage.
Yes. Greed is different than Forced Requisition in that there is no specific activation requirement. You can activate it in response to your opponent's draw, if you wanted. It would then be active and waiting for any effect that causes a draw. And that draw does not have to be the last action to occur in the effect.
Y'all are still getting the activation of the card and the triggering of the effect a bit confused.
Only with the activation of the card must the last action be a discard. Once the card is face up, any effect that causes a discard, or a cost which includes a "discard" will trigger the effect of Forced Requisition, whether or not it was the first action, the last, or at any point inbetween.

OK, I thought of this before, but couldn't remember to ask every time I got to the computer.
It has been said that Forced Requisition, once activated will work with Don or Reaper if your opponent attacks you and discards. It won't work to activate it, but if active it would work.
Royal Oppression can negate and destroy a card that special summons or is special summoned at a cost of 800 LP. If it is face up it was said that it still cannot stop a special summon that is during the damage step.
In my mind one of the 2 situations should be wrong and I'm thinking it's FR. RO seems to say that even though it's continuous it can't work in the damage step....so I think that FR would have the same limitation.
