You mean the anime effect? Well, I'd have to say that in this game, it could be broken. Most of the other cards that were recently released, costed versions of the older, broken, one-sided effects (Raigeki, HFD, etc) were set up that sre playable, yet not broken at all. The anime effect, to me, would not be one of those cards, and this version is not at all one of those spin-offs of the popular Painful Choice. That's a card Konami needs to put time into making, a decent spin-off to Painful Choice.
So far, most of their "spin-off" cards are garbage. Avarice was one of the exceptions. This is a perfect example of a GOOD/NON-BROKEN card that gave way to a whole new decktype, then Konami goes and skills it -_- . Like I said, they haven't grasped that concept of balance yet.

Yeah...it's tricky for Konami since one half says it could be too broken, others would say no...so they have to try to think about its uses with other cards and how it would possibly result in...of course, only possibly and they try to adjust it...and, as we know, it's impossible to please everyone.
I think it could be worded better, given some time, but the second "fake card" is much better at achieving a good, yet not broken balance than the first one.
True, the other spin-off cards (except Pot of Avarice) may not be the best new versions of old classics, but I doubt they could have been done any better than what their effects are now, unless they added more text to them (for example, Lightning Vortex could say, "Discard one card from your hand. Destroy all face-up monsters and up to one face-down monster on the opponent's side of the field.")

It's hard, but they could have done a better job than they did. Their research and development team is seriously imcompetent, but we've known that for a long time.
If Monster Reincarnation at least special summoned the monster to the field, it would have been better despite the discard cost.
Vortex was just stupid to begin with. Just put TT at two and we're good. Discarding a card for a Raigeki effect would have been ok, but that would have made SS and Treeborn and NA etc even more broken which is bad.
Brain Control was another success, I'll give them credit for that.
To me, they did such a great job with Brain Control, I thought they would have restricted it at some point, but I guess this goes to show they can make decent spin-offs without them being abused.
Monster Reincarnation sucked, I'll totally agree on that.
And the R&D can use work, but who's going to listen to you?

But then again, the only way you'd be able to get Dark Ruler Hades back is by Return from the DD, so it does have it's uses, but a Monster Reborn sub, I think not.

The problem with Monster Reincarnation is that the effect isn't worth the cost. If it was uncosted, it would be broken, but discarding a card to too far. Thus, we've reached another problem with the game, no cost system (mana, energy, etc).
