hes face up at the end of the damage step so he should come back if macro cosmos is out.

No, it can never go to the opponents graveyard unless an effect says it can.

And they still have yet to make such an effect...only effects that can make a card physically go to the opponent is things like Exchange, Amazoness Chainwielder and Parasite Paracide.
