I have to stand by the idea that Horus LV8 cannot actually negate the effect of the Magic Cards...Silent Swordsman LV7 could be a different story given that, UNlike Spell Canceller, it merely says to negate the effects of the Magic Cards "on the field"...but then again, Spell Canceller still can't negate the Magic Cards, even though it just generally says "the effects of all Magic Cards are negated"

Horus LV 8 can only negate effects of spell cards when the source of the effect (the card itself) is activated for the first time (meaning it's placed on the field beginning a chain).
So if I play Last Will, Horus LV 8 can negate it at the time of the card's activation as this is its effect; however if the controller of Horus LV 8 does not negate Last Will at that time, then they may not choose to negate Last Will's floating effect later on because the timing is incorrect and Horus is unable to negate spells in that manner.
So I do agree with you 100% on that.
The only difference with SS LV 7 and Spell Canceller is that the latter prevents spell cards from being played while it's face up on the field. Everything else you said about these two I also stand by, nothing wrong with it.
I'm a little confused on that last line you wrote, are you saying that Magic Jammer can negate the effect of placing it on top of the deck? Or were you referring to something else?

Im sorry, I was doing hundreds of things at a time lol, I wanted to say the Imperial Order couldn't reach it because of the line "face-up on the field". Cards like SS Lv 7 or Horus don't have such clause, which make it different. Horus Lv 6 is the biase for all of this.
On the Horus bit, Divine Wrath doesn't specify where does the effect needs to take place and it still reaches the whole field, hand and graveyard, what difference would it make with Horus Lv 8?
Since there is no Magic Card being physically "Activated" for Horus to "know" that it can chain to it. The trigger is for an actual Magic Card itself to be activated for Horus LV8 to be able to negate it. Since it's just the effect being used, Horus has no clue, lol.

Actually we've been over this, the rulings itself cause a discrepancy, some of the rulings state it is only the effect as much as other say the card it being activated.
Meh...well I don't really try to think TOO deeply into things if it can be helped...in this case...if something like Magic Jammer can't be used to negate the effect, I don't see why Horus could...
Well wouldn't it be logical to assume it for Horus Lv 6 vs D. Dude? Sometimes the most simplest of things can turn out to be hugely different, now im not saying that im right, but the evidence exists, while it be flawed or not.
Yeah...but obviously the wording is also bad for Horus LV6...it should merely say "..the effects of Magic Cards" and not Magic Cards in general...pretty much why the question was so made so overly-complicated when the answer was actually very simple...

Because a good portion of spell cards initially activate on the field, as that is where they were initially designed to activate. Spell cards that activate in the graveyard like Ojamagic or Axe of Despair's secondary effect are in the graveyard when they activate, and are therefore out of bounds for cards like Imperial Order to negate.

That's just me.
Imperial Order negates cards "face-up on the field" while SS and Horus don't mention the field, reference this to Jinzo.
This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "Silent Swordsman LV5". As long as this card remains face-up on your side of the field, negate the effects of all Spell Cards on the field.
I don't see anywhere in it's text that says "the effects of face-up spell cards on the field"
