as was just said, scapegoat tokens are only forbidden from being used in (normal) tribute summons, they have no restrictions considering special summons. that is why they can be used with high level toons, they're special summons, not normal summons.

besides you don't tribute anything for a fusion summon. you either send the material monsters to the graveyard (poly, powerbond, future fusion), or remove them from play (fusion gate, dragon's mirror, miracle fusion, overload fusion).

so even if scapeqoats (or anything else) couldn't be used for any sort of tribute (such as if mask of restrict was in play) it would have no bearing on fusion summoning.

Fusing 5 Tokens is NOT "Tributing" in any fashion...it is merely "sending them" to the Graveyard.

However, the Fusion Material Monsters sent to the Graveyard in the case of Polymerization (or Power Bond) do NOT have to actually hit the Graveyard or even the removed from play area, which is why you can use DNA Surgery and Fuse 4 Sheep Tokens + 1 other Dragon-Type monster for Five God Dragon's Fusion Summon.

By now, a lot of things should be "obvious"...if something would be "Tributed", it would say that it is "Tributed" right on the card...or "discard" if "Discarded".
