i think it is a very well balanced deck and i would also try to make it 45 cards. I know a 40 card deck is the best but with the gadgets you thin out your deck and loose cards fast. I personaly think that Machanicalshaser is a fairly well card for a Machine. So I'd say keep them in there, also i might ditch the lightning vortex or put it in a side deck cause is you have a Bootup or a Stronghold out with gears or so they wont have many face up monsters. So i hope i helped please r/f my deck for the regionals for me please.
Acutally you dont want a 40 card gadget deck. You'll deck out fast.
You don't want a 40 card gadget deck because you will draw a lot of gadgets at once which is bad. A gadget deck should be able to win much faster then they would ever deck out.
I like the new version much better. More sleek, looks a little faster. I would drop the Messenger of Peace, however. Maybe replace it with a Premature Burial. That card can still bail you out of a tough spot.
I thought about dropping the Messenger of Peace, but I thought: what if I'm getting wailed on? I can play that (at a small cost of 100 life points per turn) and get rid of it whenever I want. (Well, at any standby phase of mine I want.) So I decided I'm gonna keep it in as a "just in case" card. But I'll keep that idea in mind.

Actually Haijime, the main reason for having 45 cards is the fact that you're essentually running nine copies of the same card.
One of the worst things that can happen to a deck running Gadgets is to draw a handful of them. Ideally you'd have one in-hand from the get go and never draw another gadget for the rest of the duel.
You only want one in your opening hand and with nine gadgets in a forty-five card deck you're statistically likely to have one gadget in every five cards.
As for the deck...

I'd suggest main decking two of Bottomless Trap Holes as it typically wrecks face against several kinds of decks. Side decked Pulling the Rugs would go in over them for the gadget mirror match and alongside them (over sak possibly) against Demise OTK.
Since we aren't really dealing with the deck that you've got at the moment I'd suggest Shrinks over Rush Recklessly. Rush still has its uses, but now that Shrink is available to the masses...
I'm one of few people who won't tell you to go Smashing Ground > Fissure in every case, but it is likely that you'll want to blow away the stuff with the highest defense more often than the stuff with the lowest attack. If you decide to add another card worth of spell-based removal I'd suggest using two Smashing Grounds and a single Fissure.
Mirror Force is always something nice to throw in... just don't break your bank or anything.
I'd suggest side decking Premature Burial and Call of the Haunted. They'd go in during game 2 when your opponent sides in Pulling the Rug against you. It'd allow you to keep going with your line of gadgets rather than being disrupted and summarily beaten.
Speaking of being summarily beaten:

OCG.
Shrink has a larger range than Rush Recklessly. Shrink can be used alongside Cyber Phoenix where-as Rush can't. Shrink also doesn't require that you have a monster on your side of the field to make use of it.
I'd argue that Shrink is better than rush recklessly in all cases except the following:
-Opposing monster is immune to spells.
-You are attacking a monster that has less than 1400 original attack.
Given that the first case is highly unlikely to occur and one would have to question the use of Shrink or Rush in the second it can be asserted that Shrink is more useful and has a greater range of effectivness.
Ergo Shrink is a "better" card.
It is also shiny.
And it shows a GAF gobbo getting pwned.
