No no I don't hate it a lot because its used by so many people...I mean, Honest is overused, so is Plaguespreading zombie, are they hated? No.
What I meant for -2, I was talking from the opponent's side. +1 for losing my monster, -3 for losing his two synchroes, gives -2 for him. A 0 is when he gets a searcher like mystic tomato which I destroy then negate the search ability. We both get a -1.
Actually, for opponent's, Honest is QUITE hated and many people have wanted it restricted if not banned.
Also, from your opponent's side, ALL the opponent loses is that face-up Raiou. YOU will lose 2+ Synchro Material Monsters AND the Synchro Monster itself. That's at least -2 for you and that's NOT taking into account any other cards you may have used to get out the monsters; the returned card to Special Summon Zombie Carrier/"Plaguespreader Zombie", sending a monster for the cost to activate One for One which is 2 more cards there, and so on.
And why would you waste Raiou on Mystic Tomato anyway? The monster they get out will be weaker than it 99% of the time, so you can either save the effect for a bigger monster or just attack over that smaller monster next turn or something. Unless you have another monster ready to attack and that attack would be for the win if it's directly or something, then there shouldn't be a need to use Raiou then.

As I said, it at least stalls the opponent from doing what they want quickly AND it forces them to give up extra resources to get rid of Raiou JUST so they can then go on and do what they wanted to do.
The BIG problems with Black Horn of Heaven and Decklock compared to Raiou is...
A.) At least Raiou can be used as an attacker AND prevent people from adding from their Deck to their hand. Black Horn of Heaven will be forced to just sit there on the field as a big target until the opponent (inheritly) Special Summons something.
B.) Decklock only lasts for up to 2 of your Standby Phases while Raiou has no such limitations. And, like Black Horn of Heaven, it doesn't really serve any other use besides adding Gladial Beasts to what it can stop. Otherwise, its use is VERY limited.
...Raiou does what Black Horn of Heaven can do and half of what Decklock can do with 1 card slot as well as being a monster, which has many of its own benefits on its own. That versatility is what makes it FAR more usable over Black Horn of Heaven and/or Decklock, which only have 1-2 specific uses on their own, but nothing else.
It's like saying you'd rather use Magic Jammer and Seven Tools of the Bandit separately over something like Dark Bribe...
and don't forget about his first effect "Neither player can add cards from their Deck to their hand except by drawing them" this also comes in handy stops allure,pot of averice,etc. then theirs his 1900 atk witch their isnt many monsters people now are playing that can out power him. then their his second effect witch stops special summoning. rai-oh = pawned

Just to be clear Thunder King Rai-Ou doesn't stop Allure of Darkness or Pot of Avarice, both of those add cards to your hand by drawing them as you can read in each of their text.

Yep, it can only stop searcher-based cards like Reinforcement of the Army, Charge of the Light Brigade, E - Emergency Call, Sangan, Witch of the Black Forest, etc.
Yeah, it's stuff like that that made me learn long ago to slowly and carefully read cards closely so I don't end up making such mistakes anymore, lol. Cause if you skim stuff, you're liable to skip a key word or 2 or so (or get a wrong assumption in their head) which can end up drastically changing how a card works.
I may FORGET exact text here and there (especially if it's an older card or so), but when I actually first get the cards and/or have them in front of me, I don't make that mistake anymore, lol.
