Yes, I've noticed. And, no, I haven't done this testing.
That, however, doesn't preclude me, or anyone else, from having an opinion. I have no problem with your stance that ideas, before being made rules, should be tested. I do have a problem with your 'or be quiet' statement.
Come on. This is a forum about a game. Certainly expressing opinions cannot hurt our beloved game - can it?
If all I do is make arty soak some of the charge damage, I don't need to playtest it to see how much of a difference it'll make, I know the difference subtracting 1 or 2 from charge/dfa damage is. Same goes for adding a positive modifier to the target's defense or subtractive modifier to the attacker's attack value. Plus, I know that by making a charging 'Mech take additional damage for heavy or hardened armour would completely destroy charge from being a viable tactic if its combined with armour's damage soaking as a charging is meant to do more damage to them than it is you. Not the other way around...
