There are just so many exciting (read: silly) options with that house rule:
RS Balac: 3 points of AnP to 27", AV 9
SS Balac: 3 points of AP to 34", AV 9
DF Donar: 3 points of energy to 30", AV 10
SC Donar: 3 points of energy to 30", AV 9
JF Sylph: 2 points of Pulse and Zellbrigen to 26", AV 8
WH Gossamer: 3 points to 30", AV 10
CNC Gossamer: 3 points of energy to 32", AV 9
Yeah, RIGHT!!! Where do you find one of those for under $60?
Until recently a few venues received some AOD cards with Warcollege (as i was told in letter, sadly none there) or they were from a few events, i have noticed 3 LE ITs on ebay, lost 2 that went around 32 USD.
last week i found a german seller and managed to buy it for 25 EU. i think its one of the rarest and most sought gear pieces. (only Nanhold pulled one from 1 case of AoD we had here back then and he knows its suicide to trade it away, though barely see him field it if ever.) Do know a few players wont like me now i got it.
IT is rare to find even on ebay or big selling sites still might be an idea to check ebay once everyweek, its a tough search, or try trade forum on mwrealms.
Do know its nearly impossible to get hands on an Officers club Kelly Bonilla (only saw a Harvey single and buyer asks about 60-70 USD for it)

With the 2nd Donar and 3rd JF Sylph, it would be 599 pts. The basic idea would to be hit long range with the Yami. If anything comes close to shoot it, I can swarm with 2-4 VTOLs in its rear arc, either crippling or destroying it. And the units that go after my first wave of VTOLs can get whacked by my second wave. The ATVs are just there for harassment and basing if needed.
Do you guys think this would be good enough to end the VTOL house rule?
With just VTOLs you lack the order efficiency to use them properly. A 'Mech gives you a bruiser to alternate with the VTOLs. Or you could go for Command units to boost your orders. A couple of Sprints carrying TGR would give you that, as would the Bayin Killer Clowns and some good old-style Mobile HQs. You'd need at least four rolls to ensure you get at least +1 order a turn.
Inova Wolf - Mad Cat II would be a good mech becuase the last 3 clicks instead of being salvage its bypass so you can capture a new mech but my two favorites have command they are Mason Dunne - Mad Cat III and Janella Lakewood - Tundra Wolf. the tundra wolf is a little expensive and i perfer Mason Dunnes mech. both are from the story gost war
Would you really recommend a Mech with command over the Shiro? To me, the range and indirect fire ability of the Shiro would be more useful. It would force my opponent to close range, which would allow my VTOLs into their rear arc. I do have an Esperanza Loki coming in trade which could be useful for command.
I could see the advantage of adding a few Bayin Clowns, but I don't have any of those. I don't have the old Mobile HQs either, though looking at the units list, the DF Mobile HQ looks good with its Evade and Decoy.
Mason Dunne - Mad Cat III has a good dial you should check it out

are you allowed to move full and shoot or can you move in like 2 inch fire and move away 10. If you can move in fire and then flee then yeah it's broken, but if you can only move into range and fire and you have to stay there then it's not too bad. The hit and run tactics really make vtols worth it, but when you can use the whole movement I can see while your disturbed. If a vtol is left in range of opposing units, it isn't durable enough to stand up to return fire with only a few exceptions. Your new army looks pretty viable i would hate to fight you under those vtol rules. The shiro is a good choice given vtols normally have low damage output and it will be hard to penetrate.

That's probably because Mason Dunne is one of the rarest units in the game. There was a time when I saw the things selling for over $100 on ebay and even now if you manage to find one on there they usually go for around $35 to $40. I wouldn't worry too much about tracking him down though. In his day he was pretty good but now he's pretty iffy with such a low defense.
im broke and i just saw that and Janella Lakewood - Tundra Wolf in one lot and it sold for about 30. i was so annoyed that i couldn't scrape together the cash
In my opinion, if you want a KotS (Knight of the Sphere) 'Mech with command I would recommend "Esperanza" over the others: it is probably the easiest to acquire (though her pilot isn't, see the 3D combo; "Duke," Dagmar, and Decoy). "Solitude" (Vanguard), Mason Dunne, Janella Lakewood, Aldwin Stewart (not a Knight but has command), and others (perhaps "Duke") all have command, but are notrociously hard to find easily. Of other things, "Esperanza" has 3 clicks of command, stable attack and energy damage, and isn't obscenely expensive for its utility.
If you can find Dagmar, you can use her aboard her 'Mech; her ability allows you to gain command on a 4-6 and sap an order from your opponent on a roll of 6. Very useful to control a battle. For gear, forget Command (its useless) and try to find Experimental Pulse or another energy gear (can be tough to find except for SU Pulse) to use min/max her energy weapon.
