Unless there are House rules or a scenario specifying what you can or can't use, you can build a force with whatever faction(s) you want. What may limit this is if you chose a Faction Pride card or a Situational Alliance card. But that is completely up to you to use.
(optional) When this unit makes a ranged combat attack using its primary or secondary damage value, it may make a second attack using the other damage value. This unit gains 2 heat in addition to any other heat generated by the order.
Before making the attack roll for the second attack, roll one six-sided die. On a result of 1 or 2, this gear is ignored. Also on a result of 1, eliminate this gear and deal this unit 1 pushing damage.
I can see the confusion. What if the primary was ranged and the secondary was hand to hand? If I shoot with the primary, can I "shoot" again using the primary range and deal secondary damage?
The AoD rules say during boarding the speed value of the transport is halved. Then they don't say you get full speed on the next order you give the loaded transport. I assume, when loaded, a transport moves full speed.
Example: I load my APC vehicle and notice the speed is 8. THIS turn the APC can move 4 inches. Subsequent turns it can move its full speed until I decide to disembark. On that turn speed is halved again.

Next, VTOL transports at NOE use stated transport rules but have more rules for Cruising.
I just read p 36 and 37. I must remember it is under CEC, gear and pilots.
"A unit may not assinged more than one piece of gear with the same combat value requirement unless one states that it may be used on a ombat value along with other gear, or the gear is applied to a different damage value."
The good news is I can put REPAIR and IMPROVED TARGETING on my light mech and have a handy repair mech.
yeah what if you base the target with an assault and fire ranged and have the 2nd be a close combat?
then when you use a pilot like danai in yenlowang does she get to make a 2nd close combat attack after the 2nd attack from Heatsink Override kit? giving you 3 attacks?
Specifications-- Can I use the Range from the first weapon when I fire the second?
The Wording makes it sound like , "it may make a second attack using the other damage value."
See..."damage value" not range.

Kotch On Heat Sink override, if the shot is outside of range, the attack automatically fails.
Do you mean the second attack uses the stats of the second weapon? That is easy to understand.
When you use this SE, you use the other damage value and everything associated with that damage value (range included). The rules are pretty clear on that in that you specify which damage value you are using and the range type and range follow on from that.
Otherwise, what range would you use when making the second attack? You couldn't use the same range or type as the first attack because by definition they only apply when you make the attack using that DV. So unless you could use the right range and DV then the attack couldn't happen.
I suggest you read the bit on how to make a ranged combat attack in the rules. You'll find pretty much all of it there.
Kotch could you look into the matter of Danai in Yenlowang using her ability in a close combat attack doing a ranged attack (0-2")and for the 2nd attack of heatsink overide with a closecombat while she bases an opposing figure,
