Neither the Queen or the Gunner really benifit from FM. They can both turn off their Charge or Bound (respectively) and travel the 8" or in the case of the Gunner more.

You can always fire team these figures with a formation (if you think you need FM to do this) and save the point cost of the 8" FM figure for something else.

BTW the Dwarven Ham has plenty of SA's and many more clicks than the figure that I proposed. It is hardly the FM that makes this figure cost so many points.
