I know to the rules they are reffering to and they are out of date.

In an early edition of the Dragon Rules, the ones that were packaged with the GFD, it stated that multi-dial figures firing at other multi-dial figures, ignored the bases of non-multi-dial figures for LOS.

Looking in the Current Conquest Rules shows that this is no longer true.

In short: Any figure base will block any line of sight, unless the firer is using Magic Blast or Indirect Fire.

If you want further arguement in this direction, then look at the VSD. With it's Stealth, it can crouch behind a 1/2" high low wall and not be seen.
