Note on Constructed Terrain now being legal without opponent's permission: The requirement for the card the CT pieces were removed from needs to be dropped. A card with the pieces removed has been most likely thrown away as trash. All the needed stats and info are already on the CT.

Conquest isn't affected by retirement, and it doesn't take a ton of figures (especially 2.0) to make a decent conquest army...

I have a huge problem with this. At venues where time constraints limit the number of rounds, the player who randomly receives the first bye is almost guaranteed not to win.
I'd suggest that the first round bye receive a score that gives neither an advantage nor a disadvantage. Give that player a win with 2 objectives and the average points of the high and low points for the round. After that, if you get a bye because you have the worst record, then the "worst possible victory conditions" is fine, as you're not likely to win anyway. But please, don't screw the player who gets randomly picked for the round 1 bye.
In cases where a player at my tournaments ties for W-L but loses because he had the first round bye, that player will always get fellowship, and I'll make that clear to my players so that I don't get walkouts whenever we have an odd number.
