I agree with this assessment.
In order to optimize this spell's use, the army utilizing this should have maximize usage of:
Charge SA
Bound SA
Centaur's Gait
Solonavi Shades
'bounce-able' terrain for MC/C
All methods of eliminating the use of 'move actions'...
