Because The Joker doesn't have a The in any of his versions, just his names. JoFo's list is wrong. Wrong!
um...first off, it's Joker's Wild and not The Joker's Wild
But that aside, that's not how UDE numbering works - at least not by the MOR standards.
The character name is ALWAYS alphabetical, but the VERSION is in order by cost.
Look at the MOR list. Every character is in perfect alphabetical order, but each version is i drop order - like Human Torch, Invisible Woman, Mr. Fantastic, Magneto, Dr. Doom - all out of order alphabetically by version, but their costs are in order...
(of course, the Spidey starter breaks this, with Doc Ock being numbered first, and Nova WAY out of order - but I have a feeling that it was an 'oops'. and not deliberate...)

Look at Wolverine. You'll find that Beserker Rage goes before Logan and James Howlett. Kergy always right? hehe :)
Heh, back from Origins. Ofcourse I get scooped by all the people that have laptops :P. And I missed all of the normal previews during the week... including a very special sneek peek sent directly to my e-mail by Mr. Dariani (T'was the Demon, if the pic hasn't been shown yet, I'll try to get it up). Oh well, thems the breaks. I'll be updating the list periodically, will be finished tonight or early tomorrow morning.
Ok, the list is all up! Enjoy using this as a quick reference checklist or for whatever else you might want to use it for. BTW, as far as the non-character cards go, would you guys like it if I distinguished between plot twists, locations, etc., or is the list fine like this?
