Magic does this all the time. Pro Tours usually are the first PCQ or higher tournament for new sets.
Well, that just isn't true. First of all, the 1 set of every new block comes out in the fall, and the first major tournament that uses the new block is state championships. That has been the case for as long as I have been a judge.
Also in MTG, there is a much larger gap between when the cards are known, and when they are legal for tournament play.
For example, the Next MTG Pre-Release is Septemper 18th with an offical release date of October 1 and a tournament legal date of Oct 20th. That is 32 days the set will be fully known before being legal in any constructed sanctioned tournment and 51 days before the next Pro event.

Actually the first Pro Event for magic is the last weekend of October. Granted most the cards from the new set have no revelance for the format of that event. They really have 37 days to test for that event with the new cards. But you really cant compare this to magic cause the diffrent formats they use. With our PC's useing 2 formats for each one its harder for this game to prepare for it with these little time periods.
I think 4 sets is a good number. but the scedualing for the PC and the releases need to be configured to help each other. You really dont want a new set releasing right after the PC but you want the set to be released about a month ahead of the PC.. but that is my oppinion.
