I'm really not sure what is up with the distribution of the various sets.
I hadn't opened a pack without a rare ever until this PCQ last weekend. Over a third of the people in the limited event opened packs without rares and some opened multiple packs without rares. I was still skeptical until we did a draft and sure enough I opened a couple without any rares.
I can say that all the boxes I have bought myself have had rares in every pack. Though I count myself unlucky in getting five JJJ across all the packs I've opened, but thems the breaks.
My last DC box did give me two Have A Blasts and a Fizzle, so I can't say that I've had all bad luck.

I don't think you've ever heard of the word "demand."
Say there's 100 people, and out of those 100, half of them want Sabretooth, 4 copies of him at that.
And out of those 100 people, only 1 of them want Jonah, y'know, for collection purposes.
That's 200 Sabretooths wanted for 1 Jonah, so I think that factors in the amount of rares up for trade.
Also, my friend opened a box and got 2 JJJ, and my other friend opened a box and got 2 Bamf! and no JJJ. It's all chance.
To those who get no rare packs, I feel sorry for you :(, hopefully UDE will fix that.
What I can't believe is the new distribution of Uncommon Equipment in this set.
7 boxes
4 Flamethrowers (a rare)
8 Rapiers (uncommon)
excepting Jetpack, I never got more than 10 Uncommon Equipment in 7 boxes.
at the prerelease the situation was the same. 5 packs, two pieces of equipment.
I also got zero Mysterio, zero Spiderwoman (the rare) and zero Volcanic base in my first 6 boxes.
Something got changed at the packaging end and I feel your pain for some of those bad pulls. UDE does have an avenue or two you can pursue to correct your situation though

My box had weird distribution. 24 packs, and exactly 24 rares. Heres the Distribution of rares.
2 power nexus
2 JJJ
2 Spiderwoman
2 Mysterio
2 Nice try
2 Terrax
2 Dangerous Experiements
2 get him my petsss
2 rise from the grave
2 fire stars
2 volcanic base
2 Sandman
So 24 rares, all in 2s. And out of those, the only rares I needed for the decks I run/am building are sandmen and terrax.

I'd have to disagree with you there. While I had only ever pulled one from 3 or 4 boxes, I know someone who pulled 6 from 4 or 5 boxes. I think that it's just easier to remember what we don't pull than what we do pull. -^_^-
Out of a sealed case (12 boxes) I pulled a complete foil set and a nearly complete play set. The only rare I still needed 1 more of was Venom 4-drop.
The distribution in the case was actually better than DOR, where I was missing about 12 or so rares.
The 'extra' rares were pretty widespread across the boxes, with a decent number of Bamfs and Silver Surfers. Ended up with a lot of Mimics, Flamethrowers and Pier 4s...

then tell me why I got 2 silver surfers (1 foil) and only one JJJ in 4 boxes...
It's probability right?...if you have a small sample size (unless you are buying a case I guess) you can get "skewed" results.
However in your case you only care about certain rares so that probably colors your feelings/perception/memory of what you pulled. I've gotten 3x Silver Surfer from 2 boxes...but this means nothing to me since I don't play FF.
If you really want certain rares, I definitely feel the best thing to do is simply drop the $$$ and buy them instead of opening packs...
I got 3 bamfs in my box, and 2 ultimate sacs.... and a bunch of other stuff..... what REALLY ticks me off is that i had ZERO sucker punches, to make my fearsome five deck work ;_;
