Stun endurance damage is dealt automatically, regardless of the effect that causes it, barring Invulnerability. Therefore, any ability such as that on our buddy Mongul here is seperate from the normal SEL, is a separate non-game-based effect caused by him, and counts in addition to the normal SEL. In other words, he's Batman, suckas!
For a guy whose powers rival those of SuperMan's, his stats sure don't prove it. Maybe he was just bluffing when he said this in JL:Unlimited-
''Super-Man was the only one who could stop me. Now that he's gone, no one can stop me from taking over you're puny little planet.''
Or something like that.
All thats needed is the rest of the Revenge Squad to find out his full potential.
As for he currently, most 5 drops can take him out, thus getting rid of his Cosmic counter right off the back. I'd currently use odd initiative if you're packing Monguls. So yah, his effect is a one shot, unless you pull of a few Acrobatic Dodges.
His boost gives him an edge against BatMan, making him a bit more flexible, but since he doesn't get any real stat boost to make him rival other 7 drops, so don't be running this as your primary 7 drop.

At first, I'd agree with you. However, there are several factors we're not yet fully able to appreciate. First is the important matter of the difficulty at gaining cosmic counters. If it's not too difficult, he can combo well with a boosted Brainiac on turn 7, and may even work better with the cards we haven't seen yet. If the Revenge Squad get any sort of DEF booster, especially one akin to Spider Senses, he becomes psychotic. Most teams can't send a 4-drop in without aid against him, and this can potentially lead to situations where you stun two attackers before he loses the counter, doing an additional 9 damage on the turn you're normally not counting on doing any whatsoever.
Again, it's completely possible he gets hosed in the same manner as the X-Men did initially. Lacking support, of course Batman and his tricks can be (insanely) superior. Since we easily have yet to see over 75% of the RS trickery available, I bet that Lex and his Amazing Friends can let Mongul tear new ones for anyone who gets in their way. Heck, maybe we'll get a Warworld location? ^_^
I have to agree that he seems underpowered for a character who could fight Superman to a standstill. Heck, he fought the pre-Crisis Superman to a standstill.
