Well seeing as you have to pay 2 resource points every time you play witching hour, i'd say it's a finite loop. Unless of course you have a way of gaining infinite resource points.
Both player having Hal Jordan Reborn does not create an infinite loop only two triggered abilities going on the chain every turn. Probably more accurate to call it a soft lock since hidden characters can still be stunned.
Mephisto 5 drop on the other hand creates a double infinite.
(Can you claim combo points equal to the number of printed affiliated characters since revealing a character is part of the combo?)

An infinite loop will continue until you choose a number. If you run out of characters to stun or resource points to spend, it ain't infinite.
You can count the combo points any way you wish, I will judge them in two weeks when everyone is done. Wait, how can we ever be done if all the loops are infinite?
See, your opponent has Invisible Woman 1 drop and Mr. Fantastic 2 drop in the front row. He plays A Child Named Valeria. You then play Sub-Mariner. Your Sub-Mariner attacks Mr Fantastic. In response to the attack, your opponent plays Fall Back! Then you can infinitely attack their guys.
Here's another one:
You have Bart Allen 1 drop, and a permanent marker. Change his text so he can exhaust himself to ready himself. Go infinite!

This is legal, but it is only worth one point. The Subby infinite attack, with Child making the defender unstunnable. So far, we have identified two possible Submariner attack loop points: Sue Richards and Child. I would not consider the Fall Back! to be another point, but I could be convinced otherwise if anyone wants to persuade me.
