I beleive that is because of the whole Superboy legal deal. The show is technically using Superboy (Superman as a teenager) but because of legal issues they have to call him Superman. He doesn't know what his freeze breath is because he is still learning to use his powers, but the Legion knows because they are from the future.

No, they're calling him Superman because they want to tie-in with the movie. It has nothing to do with that ridiculous lawsuit.
the cartoon looks pretty cool! it might even make me care about the set after Heralds! They gotta do something about those corny names though....i mean c'mon you're from the future!! you have centuries worth of superhero names to draw from....

I'd like to also bring Harlequin into the discussion. This character was specifically made for the animated series. And because of her popularity she was finally added to the comic book mythos.
Interesting note: Harlequin, out of costume, was played in the Birds of Prey live action television show by Mia Sara. She's probably most famous for her role as Ferris Beuller's girlfriend. Geeze...talking about going from one bad influence to another. ;)
Years ago they came out with a set of Teen Titan actions figures. The strange thing was that Robin wasn't included. This was because another company already owned the rights to the character for action figure purposes.
This could be the same problem with Superboy. There could very well be a stipulation some contract that gives them exclusive rights to the Superboy concept.
