As with anyone who wants to submit anything, I'll always take a look at it.

A regular column committment is another story. I need to know that I can trust you to deliver every two weeks, and that is just as important as quality writing.

In other words, submit something "for him to look at" every 2 weeks.

If you're stuff is good enough for him to put it up whenever you want to throw it up, who knows, he might like your consistency. (For extra balls, submit an article every week so he even was quite a bit of selection or buffer.)
