I have thought about this, and unfortunately there aren't enough EAs in print to get enough legal characters. You need at least 10 EA characters from a single team, and to my knowledge only the xmen have enough EAs to fit the minimum roster.
It starts with an idea. Like my last idea (seeing as how I haven't even played a game of VS in over a month, stupid job):
1. Thanos - 8 attacks. There goes opponent's board. Wait, there's the Gauntlet to stun the attacker. Oh nuts, Thanos readies. Do it again.
Take the minimum number of key cards to make it work, then flesh it out with characters, PT's, and locations to make it work (Gems, Cannibal Tech, Mr. Fantastic [Inhumans/F4], etc). Then fill out the curve, and voila!
Or I'll just take a random team, insert the biggest characters I can find, add pumps, and smash face. Depends on how much thinking I want to do.
This strategy works really well. For those who have not incorporated hiring illegal immigrants to build decks for them, I highly recommend it.
Everyone knows those immigrants are coming to build the decks Americans aren't willing to build...
Anyhow, on more topical solution, my deck-building strategy:
Step 1: Have a stupid idea about some card interaction or team strategy.
(Example Case: Villains United & Kree have some good synergies.)
Step 2: Flesh out the idea to a goal point.
(EC: Press Chain to Bizarro on 5 on-it or drop Black Adam off-init)
Step 3: Put together a preliminary deck and test shuffle. Run it against some good decks once properly pre-formed.
Step 4: After (assumedly) getting my butt beat, look at what worked and what did not. Modify accordingly.
Step 5: After several iterations, determine 'winningness' factor. If it seems viable, test against a gauntlets of Tier 1 & 1.5 decks for its format. If not, return to earlier steps as needed.
Step 6: Pretend like my finalized piece of crap is actually hot, and then proceed to have it implode on me in real play. The level of play required for the implosion determines my overall success.
By this in no way depressing system, my best success has been Sin City, which actually got me to a PC before it managed to implode on me, and only because some number of pagan gods hate me. Woot!

I made some calls- the general consensus is, too much thinking, not enough blood sacrifice. Ted (the God of Remembering Who Has Range) thinks you need more fish in you diet, and Louise (the Goddess of Making Sure Your Opponent Never Draws a Tutor) really wishes you'd write. Oh, and would it kill you to soak your card sleeves in more goat urine?

Knowing what livestock excretions can smell like, I am willing to venture that yes, in fact, that goat urine soak could end up killing me via 'teh stench'. Thanks for putting in those calls, though. I'm still pissed I didn't end up as Ares' Chosen. Oh well... hope nobody here's going to be in Fresno on what I'm calling Red Saturday.
