Isn't Controller Sanction the one that makes EE characters unstunable and give the +X attack for resources all at the low low price of KOing a resource?

No, it makes anyone unstunnable (and has some other benefit if you're EE). It was almost playable in JLA draft (generally cards that are almost playable in draft don't make constructed decks though).
