For a Starro raid deck, have effects that steal opposing characters, and the stolen characters gain the version "Mind-Controlled". Then Starro can "spend" Mind-Controlled characters the way Galactus spends capture planets.
I think this would be an interesting way to do a raid. Give Starro's deck very few characters-- all of his recruits are 1- or 2-cost army starros, and then he sacs them to steal opposing characters. So Starro doesn't get his own guys, he gets YOURS. Or you could have him searching opposing decks/KO'd piles for recruits.
Starro is definitely my vote for a DC raid. So many cool possibilities, and it would have a completely different feel than Galactus.
For the Justice League of America Raid Deck I've suggested (I want to see the Justice League in 4-11 drop format...), instead of planets, make it about important plotline type things.
The raid deck 'buys time'; you're trying to keep the League busy and off-guard with the various gambits.
One Thought I had was to do a brainiac raid deck where brainaic would try to either assimilate or capture or do whatever brainaic does. It isn't unheard of for brainiac to try to assimilate krypton, earth or even apokolips! Plus their are allot of different brainiacs to choose from.

I haven't seen the raid deck yet. Nor do i understand how the planet cards or even the raid deck functions. Mine is still be shipped to our local store I presume. Who knows?
I would hope they would do different unique stuff aside planets for each raid deck they do.

Maybe instead of planets they could just do outrageous plottwist that could only be played in multiplayer settings or at least only useful in multiplayer formats.
We actually play a bit of multiplayer @ our local store so haveing more friendly cards would be great!
I'll give an example:
Ratcatcher & low drop evaders & last stand are awesome in multiplayer. The reason is because it effects opponents. HOwever cards like last laugh & morlock justice are terrible cause it only effects an opponent.
Both the mtu 4 drop ghost rider & the newer 3 drop ghost rider w/ vengeance cycle are completely ridculous in multiplayer formats also. They are in fact much better in multiplayer then they are in regular constructed formats.
sorry for the ranting. I live for multiplayer formats! In fact it was one of the reasons i got into versus!
A Mongul Raid would be cool, the planet cards could be flipped if captured and become Warworlds, and either go into play as characters, or in the resource row as Locations.
It could easily be scaled down to smaller locations for more "Earth-bound" raids. Maybe an Injustice Gang raid would be trying to take out places liek Coast City, Keystone City, Metropolis, and Gotham City. A Darkseid raid would go after Earth, New Genesis, Rann, Thanagar, etc. Starro would be trying to conquer one continent at a time. Kingpin would be going after the five boroughs, plus Hell's Kitchen. Kang would be staging attacks in the Stone Age, Bronze Age, Renaissance, Roaring Twenties, and the year 2099. It's incredibly open-ended.
The Kang idea is incredible, man.
