I actually might consider Engine of Change over Concrete Jungle, since it works on any face-up resource, including plot twists (and team-ups, yay). I wouldn't pack both, but Engine of Change is probably the better card at this point.

I'll have to play-test the 3 Engine of Change replacement, but I love it when I have 2 Concrete Jungles face-up!

(some time later) ...I play-tested with the 3 Engine of Change replacement and it worked just as good, so I guess I'll use that instead for the flexibility.
