I get to sound like an idiot...and in public...here goes...
q1.) Does a character with the keyword "shift" need a "shift" counter on it to use it's powers? or does it just need to be recruited in the "shift" fashion? Or are the two unrelated?
q2.) Can "shift" characters be recruited normally? (Without getting their "shift" powers if they are indeed "shift" powers).
q3.) Is a character classed as "shifted" only when it is removed from the game using the shift powers? Not if it has been removed via other methods like say Bodyslide?
q4.) Shift. Can you dig it?

Wow. This is an incredibly neat keyword. I wonder how many high-drops are going to have Shift because I could totally see it occasionally being worthwhile to spend the first three turns getting a 6-drop Shifted and ready for turn 6.
Or there's the much more obvious combo of Triple Shift on a 4-drop on turns 1 and 2 before recruiting Blink and then getting two 4-drops on turn 4.
Really, this effect seems incredible good. Not borkedly good right now but right up there with Energize in terms of crazy coolness. Exiles were previously towards the bottom of my list of interesting teams and now they've been catapulted to the top. Bring on the Shift-y awesomeness!

Just to make sure I understand this. On turn one, you can remove Illyana from the game with 1 resource point. On turn 2, you can pay 2 resource points to her, giving her 3 Shift Counters total. On turn 3, you can play Blink, giving you a 3-drop and your 4-drop a fourth Shift counter, so on turn 4, you can remove all those counters, play Illyana for free, and then get another 4-drop that you're actually recruiting?
I agree the first read through is ".... Whuh?" but the mechanic seems obvious thereafter, and really, really cool imo. Really puts a mjor axis of the game up for grabs :-)

Nope. If you look at this power carefully:
"Remove X shift counters >>> Put this card into play if you control X or more resources, where X is its cost. Use only during your recruit step."
This means that each Shift character essentially has a "Threshold" cost equal to its resource/recruit cost.
B) Does a character with the keyword "shift" need a "shift" counter on it to use it's powers? Or does it just need to be recruited in the "shift" fashion? Or are the two unrelated?
There are two ways a character can get "shifted" in the removed from game zone.
1. You use the first power with a character with the Shift keyword.
"Pay 1 or more resource points >>> Remove this card from the game shifted with that many shift counters. Use only if this card is in your hand."
2. A card specifically removes a card "Shifted". If a card is removed from game shifted, it gains the following powers:
"Pay 1 resource point >>> Put a shift counter on this card."
"Remove X shift counters >>> Put this card into play if you control X or more resources, where X is its cost. Use only during your recruit step."
Cards that are removed from game with other means (that aren't shifted) cannot have shift counters placed on them EVEN if they actually have the Shift keyword - think of it like a separate removed from game area.
C) Can "shift" characters be recruited normally? (Without getting their "shift" powers if they are indeed "shift" powers).
Yes.

It's probably easier to say...
If this is Illyana's ability;
"At the start of the recovery phase, recover all stunned characters that came into play this turn."
Does she get that ability if she is recruited normally?
