him i think this deck may have some problems against mesmero. could mesmero be the tech the exiles need to be even viable against a deck of this power??

I overlooked Trouble With Dinosaurs; it's a definite 4-of no question.
If someone were to say the deck were narrowly-focused to a fault, and was vulnerable to character exhaustion or Mesmero, I would agree. But I think Tabitha + Techno Virus + Black Box, with pumps and Captain/Cable on 4, is a pretty good setup. Rapid Strike seems pretty nice as well, for clearing a path. You could clearly make a version of this deck that had a 5-drop, a 6-drop, maybe was better on defensive turns (though winning when you get a Tabitha attack is probably worth the sacrifice). It might be better to do that, but from cursory testing of a rough-draft, "the fundamentals of [this deck] are strong."
[Aside: any deck with a singular focus isn't going to seem like it does what it's purportedly expected to do during your first few test-draws of it; until you're making mulligan and play decisions with your narrow goal in mind, the deck isn't going to function correctly. This holds true for many decks but is particularly relevant for aggressive decks that aim to pull off specific interactions: Exiles, this X-Force deck, some versions of Avengers Rally - or as an older example, Teen Titans.]

How consistenly have you been hitting your characters? I would suggest maybe 2 Call in a Favor and 2 Trouble with Dinosaurs in place of X-Force Reborn. That would give you some search and some pump. Best of both worlds for this deck.
I rebuilt this deck with minor tweaks that I will list below after playing it and truly piloting the deck to a fine tune killing machine on 4 (even int)
Plot Twists - 37
4X Savage Beatdown
4X Blinding Rage
4X Trouble with Dinosaurs
4X Techno Organic Virus
4X Blackbox
4X Rapid Strike
4X The Best at What they Do
4X Mobilize
3X Death Match/Bodyslide/Blind sided
2X Heroes of Two Worlds
Characters - 23
4X Moonstar
4X Cable - Solder X
4X X-23 - Laura Howlett
3X Tabitha Smith
4X The Captain
3X Cable - Dayspring
1X Cable -Temporal Traveler
I really wanted bodyslides in there as well to break uniqueness with Cable but I went with Heroes of Two Worlds Route because it does 2 things - thin out the deck of characters and lets you search for the captain on 4. On Turn 3 for Defense I would rather see a Moonstar and X -23 or Cable soldier X, and Turn 4 you would have the Captain and Cable 2 drop. Use the 2 drop cable to attack, rally for plot twist, play the negative def mods and rapid strike to stun and reset, rinse and repeat for abuse of his rally. Captain should be able to attack, techno organic virus, and direct with pumps FTW. Tabitha Smith is good don't get me wrong but I rather see cable 2 and captain going into my kill turn due to the multiple rally's you can get with cable 2 drop. Tabitha would be good against hidden since the minus defense modifiers do nothing against hidden characters (they would just be for discard and burn)
Overall it is a very fun deck to play. I switched up some cards from the above list as well for body slide vs the exiles but I come to the realization that you can't win that match up. There is no way you can get through their board of 5-7 characters on turn 4 and turn 5 their warp shard of your highest drop (which is why I bodyslide to counter).
Even when attacking back one of their characters with +50 damage all they do is "Beak Saves the Day" :( man I love that card but hate it being played against me.
Heroes of Two Worlds is a very smart include, and I'd go to only one 4-drop Cable and play the full four Heroes. Bodyslide does seem like a much better X-Force Reborn, but it's difficult to determine whether it's better than the next weakest card in the deck, Deathmatch.
