I think you underrated Batman, you describe him well but the buff vs. Justice League and the Outwit plus his stats makes him a 3 shield at least.
He's one I equivocated on, particularly because of the Outwit. Since you can't push to it *and* because he's got worse defenses at that point, I went with . He's probably 2.5.
Geez, talk about a bland set of commons! I know this is the new norm and keeping it simple and whatnot, but still, most of these guys are just straight lackluster.
And then there's Superman walking in at the very end like he just got lost trying to find his way to the Super Rare club
People are sleeping on them because the Sidekicks need captains to make them better so let's see how they play once that is factored in
There's one factor that makes a world of difference for those Minotaurs: the map.
If a Minotaur can skulk along from the other side of a wall, they can mount a nice surprise attack with minimal risk. If nothing else, it will steer where your opponent is willing to go.

If any of the sentences would make more sense if the verb (or any other word) was a negative please treat it as such.
I don't have a problem with it being in the set, but I do think it needs reworking. With the loss of pushing damage and more ways to remove tokens, it just doesn't do enough. I'd love it if, when giving a second token, it did one penetrating or unavoidable damage. The would really beef it up again without reintroducing pushing damage overall.
I'm perplexed (as opposed to Perplexed) that the obvious isn't more commonly suggested. When I think Incapacitate in the comics, I think Immobile. The power should cause that condition.
A reduction to Attack/Defense combat values wouldn't be a bad touch, either.
Obviously with the simplify / lobotomize approach being taken they're probably not going to put a wall of text in the power definition.
