The errata certainly removed the point of contention I was concerned about and also cleared up some other issues. So that's great, a total non-issue now.
But I'm curious MickPoppy about something you said. Because your explanation doesn't fully track to me. You can skip if you'd like, this is all moot since the supposed conflict has been clarified.

This was all great information, but I think you missed a step in your reasoning. You may still be 100% right but I don't see how it is supported using the train of thought you were laying out here.
Specifically in reference to the following quotes pulled from the rules.

There are four instructions that characters perform. They are “move”, “make a close attack”,
“make a range attack”, and “make an attack” (which allows the choice of either a close or range attack). An instruction must always be part of an action or a triggered effect. Instructions are not actions. Characters on your force can only be given instructions on your turn, unless an effect says otherwise.
The first quote is explaining how a person can do a thing without being given an action, and that those things are called Instructions. Using "Probability Control", is an example of this but there are so many. Great.

8.1c “After Resolutions” Triggered Effects
Some effects that trigger state that they resolve “after resolutions”. These effects wait for the current action or effect in which they were triggered in to fully resolve before they can begin resolving.
This quote is explaining the timing of triggering effects specifically in regards to the "After Resolutions" part. It doesn't so much discuss the triggering timing of the "Triggered Effect". It says that a triggered effect cannot begin resolving until the current action/instruction is complete.
It does not say that it can't be triggered multiple times during that action/instruction and I'm not sure where you're getting that. So maybe you could elaborate.
I was just trying to illustrate the difference between an action and an instruction in context of checking for triggers of an effect. "After resolutions" effects don't resolve until the action is over. the quoted 7.2 section of the rule book states that an instruction is not an action. The terms action and instruction aren't synonymous in heroclix.
