Safeguard specifies that "This character can’t be targeted...by the specified effect(s)"

The wording for Probability Control is "Once per turn, you may reroll a target character’s attack roll "

The target of Probability Control, therefore is the figure making the roll, not the target of the attack.

Since the character with PC would not be targeting Killer Croc, the Safeguard would not come into effect.

One could argue that the "until your next turn." clause may have been inserted in case of Mind Control, in which case if I Mind Controlled to Killer Croc make an attack on my behalf, figures could not then use Probability Control on any attacks made by the figure (Croc) while under the influence of Mind Control.

I let you be the rules guy so if you think so, fine.

That just doesn’t feel like ‘safeguard opposing pc’ but hey, I’m still thinking hss and pw work together so what do I know?
