Space_cowboy, 2000AD TA is declared as a whole. So the target is the same for every figure with the 2KAD TA.
If Rasputin chooses to use that TA when he declares his attack, then he gets the bonus. If he instead chooses to use, say, the Crusade TA to try and cause knockback, then that's what he's using. It doesn't change who the target of the 2K AD TA is.
Question regarding the update to the Ladder & Movement ruling:
If I put an object and a stealth figure at the top of the ladder, it is at all possible for an opponent's grounded figure to move onto the roof?
The answer seems to be no, since at the bottom of the ladder the figure is not adjacent, but at the top of the ladder would be, and would have to stop movement. You can't roll for break at the bottom of the ladder to move past the figure at the top.
I can't see any way around this. Its an effective way to completely close off a rooftop to the opposing team. (disregarding fliers, tk, and L/C, obviously)
Is there a specific Indy Fig that can use the Crusade TA and has EE? I can't think of one. Do you think that did this for people like say E Ultron? For some official ruling on Wildcard Universe Crossovers? Just specualtion but I can't see the reason for this change, I mean it is good and clarifies things a little better, but the reason is?

It is VERY effective. The ruling makes sense though... it makes the ladders comparable to the stairs now. You have to pass through every square of the stairs, you change elevation on the last stair square, and you cannot go diagonal until you reach that elevated square. On a ladder, the elevated square is the top square, which can be occupied by an opposing figure... very nasty maneuver.
In my day, we didn't have Heroclix. If you were being attacked by Superman with a 3d dumpster, you just had to hope you could outrun him.

In the Open HeroClix tournaments, cross-universe wildcarding will be legal. Brother_Magneto has already said so. Of course, your venue might houserule it to not allow it.

Ya know, I never gave it much thought, though I did wonder why it hadn't come up before....
After a quick search, no Crusade Team members has EE on thier dial (though interestingly enough, all have BCF.... ).
I suppose this is a precursor to cross-universe wildcarding.....

Hey, I don't say this anywhere near as often as I should, but thanks very much for the time and effort you constantly put into these FAQ and rules updates. It really helps a lot of people (myself included, of course) come to grips with the constantly shifting rules landscape. Thanks to your hard work, we can easily decipher the new wordings of the rules to this wonderful pastime / joy / soul-crippling obsession we all have...

Greetin's! My friend & i are having issues with the wording on Galactus' RULES : "When Galatus is the target of Outwit or Perplex, roll one six sided die. On a result of 5 or 6, Galatus ignores that use of Outwit or Perplex." Then it says a lil further: THE POWER COSMIC TEAM ABILITY:Members of this team do not take pushing damage and their powers cannot be countered. This team ability cannot be copied by wild card team abilities. If his Power can't be countered, how can he be the target of Outwit? What other countermeasures are there?
Don't quote me, but I believe that the roll 1d6 and on a 5 or 6 the effects are ignored are for the special senario that they wrote with him. Also in that it's mentioned that Galactus ignores stealth. I believe these superseed the normal rules for galactus that is the galactus you could play on a force. When you play him on your team he seems to fallow normal big fig rules and has the power cosmic team ability as it is written.

Correct. The die roll for Outwit and Perplex are in the scenario rules and only apply to the scenario version of Galactus. The PC TA only applies to the force version of G.
