I suspect the reason you can't get people to show up to tournaments is that you don't portray them as fun places to be. Know your audience. The majority of players for Heroclix and similar games aren't hardcore tournament nuts; they are people who want to play for fun. If you want more people to come to tournaments, show them how tournaments can be fun (not just win at all cost stressmatches).
