If you want to look at it that way, Charles Xavier could more than likely mind-wipe every villain on the planet.
But he doesn't, because Charles Xavier is the patron saint of superheroes. Honestly. His whole life has been spent in the struggle against anti-mutant prejudice, fear, and violence. He insists on fighting this non-violently where possible because he believes in changing people's minds rather than beating them into submission.
But here's the thing, he could literally change their minds if he wanted. That mutant hatred and fear? It exists because he allows it. There would be no mutant registration, no sentinels, not even a magneto if Xavier didn't allow those things to exist. He holds your rights to free thought over the struggle that consumes his life, the struggle in which he's seen dozens of his friends, students who are nearly his own children, die.
The semi-recent retcons that saw Charles sending groups to die against Krakoa and keeping a creature imprisoned to power his Danger room and the like really irk me for this reason. Charles Xavier is not the sort of man who cuts corners and wipes indiscretions under the rug in pursuit of his ideal. If he were, there wouldn't BE an X-men: there'd be no need for them.
I get hungry every day. It doesn't mean I stop eating. Sure the Hulk will be back eventually, but when he is, just send him away again. Enjoy six months to a year Hulk free. Make a game of it! Come up with a new way to dispatch the Hulk every time he comes back, award prizes for the most creative. Even Hulk will just get tired of it and quit it when it's proven a dozen times that he can't smash you unless you try to punch him.
Sounds pretty much like what Superman does to Mr. Mxyxptlk.
Yeah, but like Grimlockx pointed out - that only works until the editors want him back. Then a passing comet, meteor, space spaghetti monster, etc... simply hurls him back Earthward.
And, of course, when he gets here, he's just pissed off again and the whole cycle begins again.
In other words, plot protection. The thing that will work for the Hulk when editorial feels like it and the thing that will work against the hulk when editorial feels like it. Once we're at that point, we may as well say that Batman would beat the Hulk, because the Hulk will smash Batman into a liquid after their first match, but then editorial would decide that someone stirs him into a Lazarus Pit and, voila! Bats is back!
So Hulk can't be beaten by being tossed into space in the same way that Batman can't be beaten by getting liquefied. In other words, the "can't be beaten by..." arguments are pretty ridiculous.
How do you beat the Hulk? Toss him in space and wait for boredom or some other emotion to grab hold. Then he's not angry*. Then he's in a vacuum. Then he's dead. Or vaporize him with a laser as Bruce Banner because, fact! Emotions do not travel at the speed of light!
* Yeah, yeah, yeah. I believe anger isn't always a complete necessity depending on some versions of the Hulk. But short of "Has complete control over the Hulk" Bruce Banner, then a vacuum won't only render his powers ineffective, but it will eventually kill him. It's only plot protection - the same as Batman, the same as Superman, the same as so many other heroes - that really says otherwise. And even if it doesn't kill him, it effectively gets rid of him forever except for any circumstances except plot protection.

Have you ever read X-Men #2? The second comic ever to feature Xavier and you know what this saint of yours does? He mindwipes Vanisher. Vanisher was just teleporting around stealing stuff and making the X-Men look bad while doing it and Xaviers answer was to mindwipe him.

I agree, wholeheartedly, with Vine. Thing is, VP, you point out an instance from very early in Xavier's existence, before his creator's had a full grasp on who he was and his full capabilities. I think there can always be an anomaly or two early on, as they are developing characters.
In my opinion, if Xavier was a manipulative, nefarious, mastermind, he would rule the world, absolutely.
