I kind of want to be a stickler and point out that this team doesn't actually meet the criteria since you're not using the Ultimates versions of Scarlet Witch and Quicksilver, but then I remembered that I used a Marvel Dracula and vampire Batman on my arch-enemy team, so I guess this is a pretty similar situation.

My belief is strongly towards never having a scenario which excludes anyone. This is why when I run a YGO, Trek, LotR, or whatever "alternative" format I give build incentives for staying pure. In a Trek event, for example, I won't say you must use Trek. I'd make the build 500, but you can get an extra 10% if you use only Trek. That way, someone who is strictly a Marvel player is not excluded. He just has to build 500 while the Trek guys get 550.
When it comes to scenarios like this, however, things become much more subjective. I don't like to enforce some requirement of comics/source knowledge. That's why the closest I come is stuff is stuff like this romance thing, the arch-enemy thing, or a good guy/bad guy thing. There would be almost nobody who wouldn't know where to start with that. While I don't consciously do this, you could say that when setting up a scenario like this I could ask myself "If I put any random person off the street into a room with a bunch of clix and asked him to build a team with these requirements, could he do that without hitting Google?" If the answer is yes, then I think the scenario is fine.
The situation becomes muddled when you start going into the minutiae of versions. In a good guy/bad guy scenario do you allow a Green Lantern Sinestro in the bad guy spot? Without labeling him as a specific faction, if I asked someone to tell me if Sinestro was good or bad, the answer I would get would probably be that he's bad. Does that mean he should be allowed? My gut tells me no as that version is clearly a good guy. At the same time, though, how is that different than the above Witch/Quicksilver thing? That's why I tend to be loose on such things.

Quicksilver and Ultimate Quicksilver are two different characters, each with his own history and personality. (Well, they're both jerks, but they're jerks in different ways.) It's like Superman and Ultraman.
I personally wouldn't object to playing against that team, but I think from a literal reading of the scenario, it would not be one that I would expect to be legal. And I don't think I'm alone in that regard.
