That said, and for the record, I don't think that's what IG is suggesting. I think he's just saying that folk *enjoy* complaining more than they should, and as a result some of the complaints may not be valid (or for that matter useful) criticisms.

Curious-- I agree that silent complacy means nothing ever changes. But it's on the complainer to make his case is a persuasive way, then, and not just moan. Otherwise, even with legitimate complaints, it just becomes a series of people complaining with different agendas, often in direct conflict.
