No forecasts on Humpreys' announcement except to say that Frankie will likely not get the hammer.
Umm... I'm not sure what you're saying here, nor what your basis is for saying it?
If you're trying to say that indications are that Frankie is not gonna be banned, based on the fact that they haven't issued a statement prior to 8AM their time, I think that's faulty logic. I don't think you can draw any conclusions from what they've done so far.

However, if he is saying that this constant whining, like a little kid in the back of the car screaming "Are we there yet???", has actually pissed them off to the point that they will never again listen to anything ever said on these forums...

They'll announce it when they're good and ready, and that's if they're going to announce it. If you want to dictate when and where things get announced, then start your own TCG. Then, when you have people collectively whining all across the internet that your schedule isn't good enough, you'll understand how they feel.

Usually when they do a banning, they update the B/R list a couple of days in advance of Humphreys' announcement, let it sit, and then Humphreys makes an announcement explaining what's going on. Since Humphries' announcement is supposed to come "soon", and they haven't updated the list like they usually do, chances are that nothing is going to happen.
Um.. methinks your definition of the word soon, and their definition of the word soon, might not align.
That's ok, but you're interpreting their current lack of action as proof that they don't intend to act in the future, as well. But you can't (fine - shouldn't) draw any conclusions from a lack of action.
I'd be willing to bet that bans are coming down. It'll probably be Frankie, but they may decide to ban some other stuff as well. They may decide to implement format specific bannings. Might as well get it right all at once, instead of doing it half-assed, and then having to go back later and retract/modify the bannings and look like a bunch of jack-asses.
Hold on to your hat, and if I were testing for Sydney, I'd pull Frankie out of the playtesting equation.

It is still over a month to the PC, the only "overnight" bannings happened less than two weeks away. UDE is not going to rush the banned list so that teams have 5 weeks 6 days to test instead of 5 weeks 1 day. They'll announce it when they are satisfied with their in-house testing of these cards. Just sit back and wait the problem decks are leaked and I'm fairly confident solutions are forthcoming. Lets give UDE a chance to get it right (and hope they do) rather than whining that they haven't announced a banned list in 1 business day.
It seems some never learn. While it's all well and good to gripe and complain about Frankie Raye, I think we should know to trust Dave Humphreys to do what's right.
After the huge uproar before PCLA06 and the ensuing well-chosen bannings, you'd think we'd give UDE a little credit. After all, they listened to us. They capitulated. They acquiesced to our demands. Can you imagine if politicians paid so much heed to the outrcries of the people? UDE does make mistakes, but I think they've been pretty good about fixing the problems that occur. While it can be argued that they occasionally let one slip through R&D, they are very in touch with the players of their game, which I think is pretty noteworthy.
It would be interesting to see Mr. Fike do a history of our banned card list, starting with good old Overload. Do we remember the many threads regarding this broken card? It was a big deal then, bigger maybe than Frankie Raye.
UDE has so far taken steps to "fix" the game when cards need to be erratted and banned. They do not make hasty decisions, however. So far, I think all of the bannings have been carefully deliberated. I don't think that another day of Frankie Raye makes much difference, and I have faith that whenever "soon" happens and the announcement regarding the banlist is made, it will be worth the wait. So chill out.
