Salden was the weakest member of the Kryptonian Police Force. He used a flying harness and managed to capture a dangerous criminal in a teleportation lab. Kind of. Whereas originally it was the blood itself directly caused Bob to gain his power, it was altered to say the blood just turned on his pre-existing mutant powers of speed. It's not that big of a change, but, there ya go.

Everyone tried to become a mutant in the Marvel U when the X-Men became a big seller. Mutants sell books.

Another, tho minor hint;

Stan Lee is thought by many to have been the one who created the Whizzer, and he most definitely is the person who created this version of the Flash that I speak of.
