I don't know who the new kid is, but he does know Salden.
Salden was the weakest member of the Kryptonian Police Force. He used a flying harness and managed to capture a dangerous criminal in a teleportation lab. However, the criminal put Salden and himself on a one-way trip to an utterly insignificant little blue-green planet: Earth. The two men arrive separately, and both discover that they have gained enhanced physical abilities. The criminal sets himself up as the king of a primitive tribe. Earth is too primitive but it has the potential to develop the technology Salden needs to return to his homeworld. The problem is the world has too many big obstacles in the way to the future: war, crime, poverty, etc. Salden decides to become a superhero in order to rid the world of all the obstacles.
And the new guy with the name I probably can't pronounce correctly gets it right. The thread is yours, for a while, NAES72.

Kind of. Whereas originally it was the blood itself directly caused Bob to gain his power, it was altered to say the blood just turned on his pre-existing mutant powers of speed. It's not that big of a change, but, there ya go.
Everyone tried to become a mutant in the Marvel U when the X-Men became a big seller. Mutants sell books.
