I'm a huge fan of the character, and you're right, it IS character assassination.
This is why you don't involve the Punisher in this ####. Here's what a Punisher tie-in would look like: 22 pages of Frank, sitting in a basement, willing himself not to move and trying to counteract his programming, only to blow his brains out in the end.
I liked Frank's portrayal in the Daredevil Netflix series, Jon Bernthal does a great job. Frank just doesn't belong in event comics and like I said even as someone who isn't a big fan I KNOW Frank wouldn't act like that.
Seriously teary eyed Frank Castle justifying SIDING WITH NAZIS by claiming that Cap'N Nazi was going to resurrect his family is preposterous. If Frank has any virtue it is unbending dedication and uncompromising adherence to his principals.
Frank wouldn't compromise, even in the face of death. Oh he'd go along long enough to get close to the Hydra elite....then he'd shoot Cap'N Nazi in the head, burn the rest with white phosphorous and still somehow make it out alive. I swear if Death loves Thanos & Deadpool she's creeped out by Frank and keeps putting off finally taking him.

The Hood resurrected his family and offered them as a gift, if only Frank would stop his crusade. He killed them.

I disagree. Yes, Secret Empire was Spencer just trying to do as much damage as possible, but Punisher's inclusion on Civil War was fantastic. Also his Punisher Strange variation in Secret Wars was pretty fun too.
You can do Punisher in events, but as others have stated there is only one way to write him.

The problem is then Marvel does to the Punisher what they do to all their characters. Namely, "You will act in accordance to what the plot dictates, not how your character would as written."
So the plot demands the Punisher sides with HYDRA for asinine reasons? Well, there you go.

Eh, I wasn't a huge fan of the CW tie-in, either. At least not the main series. Frank isn't a joiner. While Frank respects Cap, he also knows that Cap disapproves of him. He saved Spidey, which is kind of character accurate (at least he didn't kill him), but he'd likely have just dropped him in a "safe" place before getting on with his killing spree.
SIDEBAR: I also liked Morrison's X-Men.

But what is this about Pymtron? Hank is dead and in the body of Ultron? I didn't read this book.
Read Rage of Ultron. It's an original graphic novel all about Ultron and Hank. It's really really good. Well written and amazing art. I guess it's a huge spoiler, (and I already spoiled it) but after an amazing confrontation between Hank and Ultron, Vision ends up getting tricked while phasing and Ultron ends up merging with Hank as one body. It plays out way better in the book than it sounds. This "Pymtron" claims to be Hank and Ultron merged together in body AND mind, but the Avengers just think Ultron killed Hank.
Checked out that book. You'll like it a lot. It's written by Rick Remender and he later continued Pymtron's story in Uncanny Avengers which is where we last saw him until he shows up in Secret Empire. I highly reccomend that Rage of Ultron book and if you dug where the story left off, check out the Uncanny Avengers arc with him in it too
Also THIS happened in the Secret Empire issue. How can you not love that?
His run on the X-Men was my fave run. I started reading them regularly when he came on. I mean, I would browse the books in the store before he started his run, then I was buying them.
Then he left and the book turned back to "meh" and then I stopped reading the books altogether.
Mags becoming a drug addict fit so well with the character's earlier, petty traits.

Recall when the Hood offered to resurrect his family. Pretty much the same situation, only Stevie Nazi is a blond.
