Could it be Victor Buono?
He created the Bat-villain "King Tut" on the 60's TV show.
I know who he is.
Victor Goodman was indeed named after Victor Buono.

And, for those who do not know, "Victor Goodman" is the 'real' name of the comic book character "King Tut", not the TV version who went by the name "William Omaha McElroy".
The first villain created specifically for the Batman live-action TV show to be brought into the comics, 41 years after said show ceased production.
Now I'm waiting for Judd Winick to bring the Bookworm into comics continuity.
Actually, I think there were a few "TV only" villians who made non-speaking cameos in the Batman: Brave and the Bold comic. Based on the cartoon, not the actual B&B comic.

The disease was poverty. And the members affected were Hawkman and Hawkwoman. Hence their lack of complete costumes. Also, Wayne enterprises took a dip in the stock market, so, there is that too. This all happened during the Crisis. The Financial Crisis, that is.

Now, if it were a contest to see which one looked best naked, and you happened to look up their skirts, you'd already know the answer to which one probably looked best naked. If you used that knowledge to answer, that'd be a bit of a cheat. But, if you kept it to yourself and didn't answer, that'd be different, now wouldn't it?
