Enough about your family, what's the answer?
Oh, wait, I see. That is the answer.
Yes, it was indeed the Inhumans. Not to be confused with the Inhumanes or with Hannibal Lector who liked to dig into humans.
Wait, what? I don't recall Libra having any special powers, and I read Englehart's Celestial Madonna saga many times. What power was he supposed to have had?

Now you've got ME wondering. Originally I thought it might be precognition, but as far as I can tell, his heightened senses were the result of his martial arts training with the Priests of Pama. Were his powers a retcon, or did he acquire some additional superhuman abilities later on?
Interestingly, it is extremely difficult to find printed reference material on the individual members of the Zodiac. None of the OHOTMUs (original, deluxe, master edition, or the new ones) describe the members' powers individually. I had to go to the vault (otherwise known as the back of my closet) and dig out the Marvel Super Heroes RPG for the best available description I could find.
Libra was a blind guy who could function normally in virtually every way, including driving and piloting...however he became able to do that, it's as much a super power as Daredevil's. Moondragon learned her powers virtually the same way, as did Karnak and Stan Lee only knows who else.

Aww... that could've been a good trivia question. Even CuCr didn't know it.
That about narrows it down to Cissy Ironwood, doesn't it? The Soviet Super-Soldiers don't count as Spidey villains...
Gads, people, I do have a job I need to maintain. I can't do everything at once, ya know.
New question (and it's easy, I'm sure) ;
Name one (Just one single) enemy of Spider-Man whose name is derived directly from an animal and does not have (or ever had) a green costume or green skin and appeared before the year 1969.
DZ beat me to it; but I submit that the Ox fits all criteria as well and appeared 2½ years before the Rhino.
Ah, but DiZo mentioned one before you did. The only part of the date that mattered was that he appeared before 1969. Both Ox and Rhino do fit that, but you were late in answering.
And I knew it'd come down to one of you two.

Yes, Rhino is one of the correct answers, and since you did answer first, you get the thread DiZo.
