Actually, I'm thinking it is someone involved with the League of Assassins. I can't recall Shado with GL tho, or I'd say it was her.
It had to be one of Ra's al Ghul's buddies. The blind guy with a big eye on his helmet. Professor OJo or Ojoe or maybe even professor Ojoy? Something like that.

I keep thinking Green Arrow was involved somehow.
