That's 9 figures, and I think everyone is going a little overboard on one point. You don't HAVE to have 10 figures. Once MK here is leveled up a bit, you can easily build a perfectly valid 600 point team with the 9 here.
Speaking of Luke, surprised no one's voiced interest in the newest Thunderbolts...
Luke
Songbird
Man-Thing (oh come on...you have to him!)
Crossbones
Ghost
Juggernaut
Abe
Fixer/Techno
Moonstone if you can snag her from Dark Avengers
SHIELD Agents
Hank Pym if you can snag him from the Avengers
Could be a fun enough team.

Personally, I still think ten figures was too much anyway.
I mean, I know it's not a good team, but that Shattered Dimension idea bears some merit.
It does but I think someone would run into a few problems with it. Using "What If?" appearances to go grab the LE's (especially since the character card for Cosmic makes it clear it didn't go the "What If?" route) gets into really shaky ground that's best avoided.
Also, Spider-Hulk couldn't be a separate recruit as he's just the same ol' 616-Spidey. It'd be like separate drafting Atom and Indigo Lantern Atom just because they were significantly different for an appearance.

Same with HoM Spidey. That's still 616 Spidey as well.
Manager of the Heroclix Fantasy League's Legion of Super Heroes
So it would be limited to
616 Spider-Man
Spider-Man 2099
Ultimate Spider-Man
HOT Spider-Man
Scarlet Spider
Yeah, that doesn't quite work nearly as well

616 Spider-Man

Ultimate Spider-Man
House of M Spider-Man
HOT Spider-Man
If allowed Scarlet spider as a clone
Spider-Hulk
Six-Armed Spider-Man from What If?
Cosmic Spider-Man from What If?
Back in Black Spider-Man as Spider-Man:Noir.
