Where did Noah Burstein get the funding for the experiment which inadvertantly gave super powers to Carl Lucas?
Didn't Berstein also create Warhawk and those annoying bears, as well?
If I remember, Warhawk's procedure was paid for by the US Military, so I'll say they might have continued the funding which eventually led to Carl Lucas (Luke Cage) gaining his powers.

I actually editted the name from "Bernstein". I was thinking of the bears.

Was he funded by Hydra?
Hydra funds just about everything. It's even been revealed that Hydra was funding Shield all of these years (no joke).
And I wonder if they can partake of the TARP package the gov't offers.
Let's see... ruling out any and all gov't branches and Hydra, that leaves only two other groups with large sums of cash that would be interested in such scientific endevours.
I'll go with AIM being the likely suspect.
