DC Comics acquired all of Quality Comics' characters sometime in the 1950s. All of the 1940s stories published by Quality Comics are now in DC continuity.
And no, not Daredevil and the Claw. Pretty sure they weren't QC characters.

Uncle Tom has the first half of the question! The Quality comics hero Quicksilver, renamed Max Mercury by DC in the 90s, is the hero I'm looking for.
His costumed adversary also had the same name as a Marvel character, a member of a group that Quicksilver was also a member of. This includes not only the Avengers but also X-Factor and the Brotherhood of Evil Mutants; some might even call Quicksilver a "member" of the Inhumans, having married into the Royal Family. (And I never stated whether or not they were members of the same group at the same time.) Good luck!
