Truth be told, while something has never or rarely ever happened before does not preclude the chance of it not happening now or in the future. The trick, from a mod's perspective, would be maintaining the balance somehow if it was a mafia thing.

I would figure the Reporters can do the same.

This is especially true if the Mafia NK - and Stranger does require his Mafias to make kills - costs SP (as he told us all to trust in balance when we voiced concern last Day phase that Mafia might have free kills). They would eat up their pool too fast without replenishment and collusion.
