Adam gets it! Lock-Up appeared on Batman: The Animated Series before appearing in the comics (in fact, Lock-Up appeared in the comics before Harley Quinn did!). Another one I would have accepted was the Condiment King.

I'd almost think the villain was Giganta, considering she was engaged to the Atom on that live-action "Super Hero Roast.
The only person I can think of whose done live action and voice over work with Superhero types is Miguel Ferrer.
I can't recall if this is the actor I'm thinking of, but how about John Glover?

Damn, Wyld beat me to it! John Glover came to my alma mater last year to speak with the young actors in training.
I know he played Jason Woodrue, the Floronic Man in a Batman movie and he was Lex Luthor's father in Smallville, but I'm not sure which bat villain he voiced.

Yep And extras kudos to you for bringing up one of my fav series, Brimstone. An excellent and much-too short lived series. John Glover played Jason Woodrue in Batman & Robin, he played Lionel Luthor father of Lex on Smallville and he was the voice of The Riddler on Batman: The Animated Series.
