But I'm confident that it's the way HeroComplex describes... after all, that seems to be the intent of how the powers should work.
Just to clarifiy, as it stands now this means that Elektra can roll her Super Senses. If she is successful she will take 1 click of MM damage, but no clicks for Splash. Correct?

It's all about the timing of the attack. First, you determine if the target of the attack (Doom in this case) is hit by the attack.
Then you determine if adjacent figures are hit by the attack. Part of determining if an attack hits is rolling Super Senses, as it can change weither an attack that normally hits actually misses. So, if Elektra succeeds her SS roll, the attack is treated as if the attack roll wasn't high enough to beat her Defense Value (effectively anyways).
Then you deal the damage to Doom, and not to Elektra (as the attack "missed" Elektra.
Then Mastermind kicks in and Doom shifts the damage over to Elektra, and Elektra takes the 1 damage from the Mastermind power.
