It's the best Batman to date. He has a high attack, high defense, permanent stealth and his power arrangement is really good. V Batman is one of those pieces you hate to see because you HAVE To deal with him (which isn't as easy as you might think).
Take the two figures you say are better than Bats...
Batman squats down in a bush. Now Hawkman and Cap have to come to him. Hawkman's Running Shot is USELESS at this point, and if Cap gets Charge, there's no reason why Batman wouldn't outwit it. Batman can out-manuever and out-attack both of these pieces, and he's cheap enough to be a secondary attacker on higher point games or a good center piece on lower point teams.
I'd have to say that Cap & Bats(both Vets from Ult & Leg) are two sides of the same coin. They're both around the same point level, stats & powers. And they basically cancel each other out.
Bats can outwit Cap? Sure. Cap can outwit Bats? yep. Plus if Cap can't charge then all he needs is to attack Bats directly at range.
This is moreover a choice of who you prefer to use. What fits thematically. And If you don't need to save the points for Bats.
But KC Hawkman is great on this. Though his RS isn't too effective against Bats he goes right into Charge, and that 4 Dam will seriously hamper Bats since you know HM will push the next turn to eliminate him.
Other figs to note at that point level. Soldier X V, Spider-Man V (MM), Ghost Rider V (FF) Dr. Strange V(FF) and Green Goblin EV LE(FF)
