Three huge characters that are most likely going to pop up and change the tide are:
A) Magneto
B) Prof X
B) Scarlet Witch
All three are "dead" and both are mad powerful. And I believe we haven't seen hide nor hair of Wanda or Charles since HoM. Being mutants I think they are more likely to side with anti-registration. Especially Mags and Prof being that they lived through the holocaust and had to "register" then. Just my two cents though.
Umm, Prof X is around, and walking. He lost his mental powers, and he's in the X books and is about to go on a trip to stop the 3rd Summers brother, Vulcan, from going after the Shiar empire.
Mags was in the New Avengers recently.
The Witch lived after HoM and was shown alive. Where is unknown.
well got to thinking if hulk was to come back home...... shield would have a lot to answer for as well as the u.s goverment. so he could swing the tide as well... also forgot about namor. he is a powerhouse. it's a good storyline just a slow one to develop. hope for more action in the next issue. so want cap to kick te #### out of tony stark. hate that guy right now.i see maryjane or auntmay dying.. yes you heard it here first one of them will die and swing spiderman to the anti reg side for sure. then he will kick the snot out of iron man. woooo nature boy. i'm spent

As at least two other have already covered ...
A) Magneto is around. He has been in Genosha writing his memoirs. He was recented accosted by the Collective (aka: Xorn) and, via some rather inane writing from Bendis, appears to have his powers back.
B) Professor X has never left. He was revealed in X-Men: Deadly Genesis to have lost his powers, and his ability to walk has been restored. He is in Uncanny X-Men right now, on a space mission with Nightcrawler, Marvel Girl, Havok, Polaris, and Warpath to stop the third Summers brother, Vulcan, from destroying the Shi'ar Empire.
C) Scarlet Witch is alive and well, too, and apparently living happily without her powers in a European mountain village. If they use her in any way in Civil War (ie: it was all just Scarlet Witch screwing with reality ... again), they'll lose more readers than they did during the Clone Saga.

And when it comes down to it, Thor (the one we know) would put NO human's words over Captain America's. Especially with Hercules on Cap's side.
Iron Man is Thor's closest friend on the Avengers, including Cap and Herc. They were so close that they used to hang out as Tony Stark and Don Blake. Cap wasn't brought into their private friendship club until the Molecule Man revealed their identities to Cap.

I get the feeling that Hulk won't be back in time for the Civil War stuff.
Before the Illuminati (and SHIELD) shipped the Hulk off I kinda wondered what side he would be on. I could actually see him (in each of his incarnations) going for as well as against either side. But since they did ship him off it makes it harder for me to see him going pro-registration ... unless something happens on this other planet to make him change his mind.

I get the feeling that Hulk won't be back in time for the Civil War stuff.
I'm thinking the events of Planet Hulk are eventually going to spill over onto Earth. If Hulk manages to unite the planet under his rule, the remnants of the Illuminati are going to pay. Even worse would be if Hulk's forces manage to take over the Annihilation Wave and point it towards Earth.
Civil War is going to leave Earth's defenses incredibly weakened. The Kree, Skrull and any other alien species with a bone to pick with Earth could come calling.

Yet Thor was willing to sacrifice victory by spliting the sides in Secret War to follow Cap (basically posturing in a 'if you want to argue, my hammer here will end it').
Cap is also considered an honorary Asgardian by Thor, Odin, and other Asgardians (an honor not bestowed upon Iron Man, nor is Iron Man viewed with such respect). You don't think Thor would at least give a fellow 'Asgardian' a hearing out?

No, he'd wait until a guy in a metal suit was ruthlessly beating one of his fellow 'Asgardians,' and then zap all of the 'Asgardians' teammates with huge bolts of lighting to keep them from coming to his fellow 'Asgardians' aid because SHIELD told him to.
Duh.

Cap disregarded direct orders. He's an agent of SHIELD, as well as an Avenger. He has a responsibility to those that he has pledged his fealty. Cap has formed a group of rebels that flaunts the laws of the land. Cap's forces have attacked law enforcement agents and freed other lawbreakers from incarceration.
I'm on Cap's side, but you have to admit he isn't 100% clean in this. His actions (that I think are justified) look pretty reprehensible from a standpoint of the word of the law.

The question - "Whose side are you on?" - was presented. I answered. I feel very strongly about the quality - or, more specifically, the lack of quality - of this story and its telling. I even went so far as to say that I didn't think that Civil War was a bad idea in the abstract but only in its execution. Yes, my answer was a little flippant. But while DC's summer crossover event was merely boring, Civil War is bad writing. Textbook example. I will argue that fact as rationally, as succinctly and in the most civil way possible, without resorting to name-calling.
And calling me partisan, that's every bit as offensive as calling me a troll. I chase quality stories, regardless of genre, medium, publisher. Marvel is currently publishing at least two of the best monthly comics of the last two years (and one of them is Millar's ULTIMATES!) but I do not believe Civil War is one of them. Now, see ... ? You lost me there. Marvel is producing some top quality stuff. Ultimates is, debatably, one of them. However, referring to it as a 'monthly' is just ludicrous.
